Planning Inspectorate Review of B&NES Placemaking Plan Response to Climate Change

B&NES have stated in their Placemaking Plan that developers of domestic dwelling need to reduce the CO2 emmissons of newly built homes by 10% more than that required by minimum building regulations. We assume that the big developers will try to persuade the inspectors that this is an unnecessary requirement, on the basis they can’t afford it (unviable) and it is not required by national policy?
